There will most likely never be a third season. That means that the Black Lagoon series is finished in the anime format. The manga for this series is still ongoing, so the story is over. The author, Rei Hiroe, released the last volume on August 19, 2021. Season 3 of Black Lagoon would take the story forward and cover the rest of the manga volumes.
However, there is still enough source material to keep the anime going for another season. It even seems enough for a third season. Of course, there's a lot more to Kaiman's transformation than that. The story really takes off after the initial introductions and world-building (this first volume). The world itself is enchanting. Magic takes on a sinister air, there's not a hint of hiddly-piddly wand waving or charming little spells for the domestic housewife.
